RE5 is not better than RE1 and RE1 is not better than RE5!
Each of these exams are valueable when you work in the FAIS sector. Which exam you need to write, depends on your job function, and the one exam does not substitute the other.
Passing the RE5 and/or RE1 exam and getting a certificate, does not mean that you obtained a qualification, as these certificates acts as a license, authorising you to carry out the duties that falls under the specific scope.
In a perfect world, one would think that writing your RE1 should be step one, and step two will be writing your RE5. Because 1 is before 5 right? WRONG!

RE5 Exam
The RE5 Certificate (License) is for Representatives and is compulsory for individuals offering financial advice or providing intermediary services (in other words, acting on behalf of an FSP).
RE1 Exam
If you are responsible for the oversight of the compliance function of an FSP or it is your duty to manage and oversea the Representatives, you are required to write the RE1 Exams (for Key Individuals).
YES, You can write RE5 and RE1!
Writing your RE5 and RE1 will be beneficial, as it opens future employment possibilities and puts you in line to apply and qualify for more senior positions.
There is however an instance where you are required to write both RE5 and RE1, and that is in the instance where you are a sole proprietor, who holds an FSP License. The reason for that is because you will be acting as a Representative and the Key Individual.
